Deciding which paint to use has gotten much easier now that acrylic latexes have pushed oil-based paints almost to extinction. The acrylics offer superior performance (they don't harden with age, the way oils do, so they move and breathe without blistering), they don't mildew as readily, and they emit fewer VOCs, so they comply with new air-quality regulations. This eliminates the age old problem of who screwed up? I have found that by me putting on my whites and giving my crew the opportunity to out do themselves on each project it ignites competition, pride in skill, and excellent commraderie amongst the team. We all hold each other accountable. Choose your contractor by the crew not the owner. The crew is a direct reflection of the Company owner. No room for rookies on fine finish painting. Go pro for painting and you won't regret it. With that being said homeowners should always remember that you get what you pay for. With paint and services. In most cases it will be well worth a few extra bucks to get elite results. Never go with the cheapest bid there is always a reason why it's so low.

Pros prefer 5-gallon buckets with a roller grid to roller pans. They hold more paint than pans and, says Doherty, "It's tougher to tip over a bucket." A bucket also lets you box, or mix, two or three cans of paint to avoid color discrepancies. To use a bucket and grid, dip the roller a quarter of the way into the paint and run it over the ramp to work the paint into the nap.
Third: The contractor buys the materials. We get them at a better rate and customers really don't know what they are getting into by being a material racer. Once again, I'm not referring to the guys that paint a bedroom or 2 a week. Tell the homeowner to go grab 50 gallons of paint, $300.00 worth of sundries and related job cost items and I'd be interested to see how it works for them....IT WILL NOT. And if were talking about people getting taken advantage of here, the paint suppliers with no relationship to a homeowner will 100% GOUGE the customer and completely take advantage of them with pricing. Contractors will pay nearly half the price and will still save the customers money marking up paint 10-15%.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

The only time it's acceptable to mix water in the paint is when you're using a deep or ultra deep base paint to reduce its stickiness, which is rare with new paint technology. Dark primary colors are composed almost entirely of tint that makes it very hard to work with without adding water. (You never use a sprayer and need to thin paint.?) If i was still in the industry I'd take the time to make a better article than this. Take this for a grain of slat. Use a reputable painter or someone you know you can trust or has been referred to you by someone you trust. I wouldn't hire anyone I had to watch like a hawk to make sure they're not screwing me.
